Minister's Message
Dear citizens, dear partners,
Under the strong leadership of His Excellency Mr. Ismaïl Omar Guelleh, President of the Republic, Djibouti has made national solidarity and human capital development priorities of its action.
The Ministry of Social Affairs and Solidarity fully aligns with this vision. Our mission is to protect the most vulnerable populations, reduce inequalities, and strengthen the capacities of individuals and households to promote their autonomy and full participation in the country's development.
Our action is part of the Djibouti Vision 2035 framework, the National Development Plan, and the National Strategy for Non-Contributory Social Protection and Human Capital Enhancement 2023–2027. It relies on an integrated approach to social protection, combining assistance, social support, access to essential services, economic inclusion, and building resilience against crises.
In a context marked by growing social, economic, and climate challenges, we strive to consolidate a social protection system that is more accessible, more efficient, and better suited to the needs of our citizens. We pay special attention to individuals and households most exposed to poverty and vulnerability, committed to leaving no one behind.
This ambition can only be achieved through collective action. The Ministry works in close collaboration with public institutions, local authorities, technical and financial partners, civil society organizations, and all actors engaged in the social development of our country.
Through this dynamic, we pursue a vital objective: to make social protection a genuine lever for dignity, resilience, and human development.
It is with this commitment that the Ministry of Social Affairs and Solidarity will continue to work alongside our citizens for a more united, inclusive, and resilient society.
